Latest satellite image shows strong convective activity moving into Vietnam. The low-level center, which is still partially exposed, is also about to move into land. Heavy rain continue to fall across Northern Vietnam with some stations already surpassing the 200mm mark of 24hr. rainfall. Even places in Laos and Thailand have reported seeing 50 to as much as 100mm of rain resulting to some flooding.

Tropical Storm Bebinca should make landfall within the next 3 hours. It will turn sharply northward skirting the city of Hanoi. However, widespread rains will still impact the city including the rest of Northern Vietnam. Rains will also linger across the rest of Indochina particularly in Laos and even into Northern Thailand. Bebinca is forecast to weaken to a Tropical Depression after landfall and then eventually dissipate as it heads towards China.

We'll have another update tonight.
