Latest satellite image shows the bulk of convection associated with Bebinca is now moving over the waters of the Gulf of Tonkin. The storm is still suffering from strong northeasterly wind shear leaving the low-level center partially exposed. Right now, widespread rains are beginning to move into Northern Vietnam and even into Laos.

Tropical Storm Bebinca made landfall in the island of Hainan earlier this morning bringing strong winds and heavy rains. Some stations reported seeing up to 80mm of rain in the past 24 hours alone.Same threats should be expected across Vietnam tonight and into tomorrow as Bebinca makes its landfall there. Up to 100mm of rain is possible in some locales increasing the risk of flash flooding and even some landslides.

After landfall, Bebinca is forecast to turn northward towards Southern China. It will then weaken to a Tropical Depression and eventually dissipate. However, rains will still continue across Indochina including Vietnam (Hanoi) and Laos throughout the next few days.

We'll have another update tomorrow morning.
